Two States Look to Tackle Packaging Waste

The states of Oregon and Maine have passed new laws that extend the issue of poor disposal of packaging waste and other materials to manufacturers.

The movement to hold producers accountable for the waste they generate is growing, with two new EPR laws coming into effect soon. These laws could save the state's money and make packaging more sustainable as well.

Package Recycling in the U.S.

The new laws will only apply to materials that are produced in the U.S. In 2018, U.S. municipal solid waste was 82 million tons of which 28% was related to containers and packaging. Almost 44% of the total amount was not recycled.

The challenge of encouraging the recycling of items such as packaging is sometimes seen as difficult due to it being viewed as not cost-effective. Plastics generally are more expensive to recycle and are seen to be only recycled into low-value products. Recycling some materials such as aluminium is cost-effective and the overall recycling figures support this.

The Effects of Not Recycling

Packaging is a big part of the product manufacturing industry. It helps to protect products during shipping and can also be used to promote and sell products. However, packaging can also be a major source of pollution. Every year, millions of tons of packaging materials are produced, and a large portion of it is not recycled.

This has several negative effects on the environment. First, it takes up valuable space in landfills. Second, it contributes to greenhouse gas emissions as the materials break down and release methane. Finally, it can lead to water and air pollution if the packaging materials are not properly disposed of.

The high non-recycling rate of packaging materials is a major environmental issue that needs to be addressed. Packaging producers need to find ways to reduce the amount of waste they produce, and consumers need to be more conscientious about recycling packaging materials. Only by working together can we hope to reduce the negative environmental impact of packaging waste.

Why is it a Challenge to Encourage Manufacturers to Recycle

Despite an apparent throwaway culture many consumers are interested in recycling, but manufacturers have been largely uninterested in supporting recycling initiatives. One reason for this is the lack of profit potential in recycling. Packaging materials are typically designed for single use, and once they are used, they have little value. As a result, manufacturers see a little financial incentive to invest in recycling infrastructure. Additionally, consumers often fail to recycle properly, resulting in contaminated materials that are difficult to process.

For these reasons, manufacturers have been unwilling to support recycling programs, preferring to simply produce new packaging materials. However, as public awareness of environmental issues has grown, some manufacturers are beginning to reconsider their position on recycling and looking at alternatives such as compostable bags and reusable bags, and recycling targets by businesses, to name a few.

The New Recycling Law

Governor Brown signed a new law today that will provide Oregon ratepayers with much more accessible and stable recycling systems. The new system also gives producers financial incentives to make their packaging sustainable, as well as funding for reuse programs in local communities.

To reduce the amount of waste sent to landfill, Oregon and Maine have passed laws that hold manufacturers accountable for recycling their packaging. Under the new laws, manufacturers will be required to develop and implement plans for recycling or composting their packaging. They will also be responsible for financing the collection and processing of their packaging waste. The waste includes all types of manufactured materials including plastic packaging, general plastic waste, and plastic bottles. Also, cardboard, glass, paper packaging, and other types of flexible packaging.

While some manufacturers have expressed concerns about the cost of complying with the new laws, supporters argue that the benefits of reduced waste and increased recycling will outweigh the costs. In addition, they hope that other states will follow suit and pass similar legislation, leading to a nationwide reduction in the amount of packaging waste.

The European Union's Environmental Protection Law

The European Union and the UK have long been a leader in environmental protection, and their laws on recycling are among the most stringent in the world.

Under these laws, manufacturers are required to take responsibility for recycling their products at the end of their useful life, improving overall recycling rates.
The new laws mean that manufacturers must provide easy-to-use recycling facilities and cover the costs of transportation and disposal. As a result, many companies have developed innovative ways to recycle their products. For example, some electronics companies have introduced take-back programs that allow customers to return used products for recycling. Others have developed materials that can be easily recycled into new products.

Some glass bottle manufacturers have introduced a deposit return scheme and manufacturers in general are encouraged to manufacture recycled plastics only to increase the percentage of recyclable material in use.

The benefits of these laws are clear: they reduce waste, conserve resources, and promote sustainable manufacturing practices.
